-
Brush a thin layer of hoisin sauce on each strip of beef.

Place a small bundle of julienned scallions at one end of each beef strip and roll up securely.

Arrange the rolls on trays, seam side down, cover tightly with plastic wrap, and refrigerate until ready to cook.
-
In a bowl, whisk together the eggs, salt, and cornstarch to create a batter.
-
Toss the chilled beef rolls in the egg mixture until evenly coated.

Heat the vegetable oil in a wok or deep pot to 350F (175C).
-
Carefully add the coated beef rolls to the hot oil and deep-fry for 1.5 minutes until crispy and golden.
-
Remove the beef rolls and drain on paper towels.
-
In the same oil, deep-fry the carrot matchsticks for 1.5 minutes until tender-crisp.
-
Remove carrots and drain on paper towels.
-
Pour off most of the oil, leaving about 1.5 tablespoons in the wok.
-
Reheat the remaining oil over medium heat and add the spring onions, shredded chilies, and crushed garlic.
-
Stir-fry for about 30 seconds until fragrant.
-
Add the sugar, soy sauce, and wine vinegar to the wok, stirring to combine.
-
Return the fried beef rolls and carrots to the wok.

Note
The original recipe mentioned broiling the beef, but for this "Fried Beef Bread" style, raw or lightly blanched beef is typically used to ensure tenderness after frying. If you prefer fully cooked beef, you can blanch the strips briefly before rolling.
Ensure the oil is hot enough before adding the beef to prevent it from absorbing too much oil. A cube of bread should brown in 30 seconds.
Adjust the amount of dry red chilies based on your preferred spice level.
Serve immediately while hot and crispy for the best texture.
