  1. Cut the vanilla beans in half lengthwise.
  2. Place the cut vanilla beans into a clean, 3-cup glass container with a tight-fitting lid.
  3. Pour the vodka over the vanilla beans in the container.
  4. Seal the container tightly and store it at room temperature for 3 weeks to steep.
  5. After 3 weeks, remove the vanilla beans from the liquid.
  6. Strain the liquid through cheesecloth into a clean bowl to remove any sediment.
  7. In a medium saucepan, combine the water and granulated sugar.
  8. Heat the mixture over medium heat, stirring constantly until the sugar dissolves and the liquid comes to a boil.
  9. Remove the simple syrup from heat and allow it to cool completely to room temperature.
  10. Stir the cooled simple syrup into the strained vanilla-vodka mixture.
  11. Pour the final mixture into a clean bottle or jar.
