  1. Sift the cornstarch and icing sugar together into a bowl and set aside.
  2. Lightly grease an 8x8 inch square baking pan.
  3. Sprinkle about one tablespoon of the cornstarch and sugar mixture into the prepared pan.
  4. Tilt and rotate the pan to coat the bottom and sides evenly, leaving any excess mixture in the pan.
  5. Sprinkle the gelatin over the water in a small saucepan and let it soak for 5 minutes.
  6. Place the saucepan over moderately low heat and add the granulated sugar.
  7. Stir continuously until the sugar is completely dissolved and the gelatin is melted.
  8. Pour the warm gelatin mixture into the large bowl of an electric mixer.
  9. Add the corn syrup, salt, and vanilla extract to the bowl.
  10. Beat the mixture on high speed for 15 minutes until it becomes thick, fluffy, and holds stiff peaks.
  11. Quickly spread the fluffy marshmallow mixture into the prepared pan, smoothing the top with a spatula.
  12. Let the marshmallows stand at room temperature for at least two hours, or until completely set and firm.
  13. Using a wet knife, gently loosen the edges of the marshmallow block from the pan.
  14. Cut the marshmallow block into quarters, then cut each quarter into nine smaller pieces.
  15. Roll each marshmallow piece in the remaining cornstarch and sugar mixture to coat lightly.
  16. Place the coated marshmallows on a cake rack covered with paper towels.
  17. Let the marshmallows stand overnight to allow the surface to dry slightly.
