  1. Preheat oven to 375°F (190°C).
  2. In a large bowl, whisk together the flour, sugar, poppy seeds, cream of tartar, baking soda, and salt.
  3. Cut the cold butter into the flour mixture using a pastry cutter or two forks until the mixture resembles coarse cornmeal with some pea-sized pieces remaining.
  4. In a small bowl, lightly beat the egg and mix it with the orange juice and orange peel.

Note

For best texture, keep the butter cold until it is cut into the flour.
