  1. Mix ground beef, rice, salt and pepper and shape into small balls.
  2. Saute in a small amount of bacon drippings, green pepper and onion.
  3. Add flour, tomato juice, and sugar.
  4. Heat and pout over meat balls in a 2 quart casserole.
  5. Bake at 350 degrees for 1 to 1 1/2 hours.
