  1. Place the finely chopped parsley in a bowl and cover with 1/4 cup of water. Let it stand for 2 hours, or until the parsley becomes very soft. Drain well.
  2. In a separate bowl, combine the drained parsley, roasted garlic, pepper, and vinegar. Mix well.
  3. In a skillet, heat the olive oil over medium heat. Add the finely chopped onion and fry until transparent and soft.
  4. Add the parsley mixture to the skillet with the onions. Simmer gently for 10 minutes, stirring occasionally.
  5. Add the butter to the skillet and stir until melted. Remove from heat.
  6. Stir in the finely chopped sweet pepper. Serve warm or at room temperature with cooked fish or cold meats.

Note
