  1. Preheat the broiler to high.
  2. Remove stems from bell peppers and split them in half lengthwise. Lightly oil the skin side.
  3. Arrange the peppers (skin-side up), tomatoes, tomatillos, garlic cloves, onion pieces, and jalapeños on an oven-proof pan or baking sheet.
  4. Broil for 10 to 15 minutes, or until the skins of the peppers are charred and the tomatoes and tomatillos are blistered and soft.
  5. Remove from the oven and allow the vegetables to cool until manageable.
  6. Peel the charred skin off the bell peppers. Discard skins.
  7. In a food processor, combine the roasted vegetables (including any juices from the pan), cilantro, tomato juice, salt, maple syrup, and lime juice.
  8. Pulse or blend until you achieve a coarse puree consistency.
  9. Transfer the mixture to a large bowl. Just before serving, fold in the diced avocado and cooked shrimp. Mix gently to combine.
  10. Serve immediately with warm fried tortilla chips.
