  1. In a medium bowl, combine the beef chunks, soy sauce, vinegar, sugar, sesame oil, and grated ginger.
  2. Toss to coat evenly, then cover and refrigerate for 30 minutes to marinate.
  3. Meanwhile, prepare the grill by heating coals or wood until hot. Soak the wood chips in water for 30 minutes if not already done.
  4. Lightly oil the grill rack or coat it with nonstick vegetable cooking spray.
  5. In a heavy 2-quart saucepan, bring 2 inches of water to a boil over high heat. Add the whole onion and cook for 5 minutes until slightly softened.
  6. Remove the onion from the water and let it cool enough to handle. Cut the onion into 12 wedge-shaped slices, keeping the pieces intact.
  7. Remove the stem and seeds from the pepper. Cut the pepper into large pieces.
  8. Blanch the pepper pieces in the same boiling water with the onion for a few seconds, then drain both vegetables thoroughly.
  9. Drain the soaked wood chips and place them on the hot coals to generate smoke.
  10. Heat the grill rack over medium-hot coals.
  11. Thread the vegetables and beef alternately onto 6 long metal skewers, placing 3 chunks of beef per skewer. Reserve the remaining marinade.
  12. Brush the vegetables on the skewers lightly with olive oil.
  13. Place the kabobs on the hot grill rack, about 4 inches above the medium-hot coals.
  14. Grill for 8 minutes, turning and basting occasionally with the reserved marinade, until the beef is cooked to your desired degree of doneness.
