  2. In the top of a double boiler over simmering water, combine chocolate chips, butterscotch chips, and peanut butter.
  3. Stir constantly until completely melted and smooth.
  4. Spread half of the chocolate-peanut butter mixture into the prepared baking pan.
  5. Chill the pan in the refrigerator until the layer is firm, about 15 minutes.
  6. Meanwhile, in a saucepan, combine butter, evaporated milk, and instant vanilla pudding mix.
  7. Bring to a boil over medium heat, stirring constantly.
  8. Cook and stir for 2 minutes until thickened.
  9. Remove from heat and beat in confectioners' sugar until the mixture is smooth and creamy.
  10. Pour the pudding mixture over the chilled chocolate layer in the pan and spread evenly.
  11. Stir the salted peanuts into the remaining chocolate-peanut butter mixture.
  12. Carefully spread the peanut-topped chocolate mixture over the pudding layer.
  13. Refrigerate until firm, at least 2 hours or overnight.
  14. Cut into 1-inch squares before serving.
