  1. Brown beef on all sides in some fat in heavy pan.
  2. Add onions and garlic, diced, and brown.
  3. Add stock and bay leaf and simmer 1 hr , covered tightly.
  4. Add more stock if necessary.
  5. Add ketchup, vinegar and sugar and simmer unil tender, adding raisins the last 15 minutes
