  1. Preheat oven to 375F (190C).
  2. In a large saucepan over medium-high heat, cook the ground beef until browned and crumbly. Drain any excess fat.
  3. Stir in the taco seasoning mix, minced garlic, cayenne pepper, and water.
  4. Reduce heat to low and simmer uncovered for 10 minutes, stirring occasionally, until the mixture thickens slightly. Set aside.
  5. Sprinkle cornmeal evenly across the bottom of a 9x13 inch baking dish.
  6. Arrange 6 corn tortillas in the bottom of the dish, overlapping them to cover the surface and extending slightly up the sides.
  7. Spread 1 cup of salsa over the tortillas.
  8. Spread half of the meat mixture (about 2 cups) over the salsa.
  9. Sprinkle 1/2 cup of chopped green onions over the meat.
  10. Add 1 cup of sour cream mixture (if using, otherwise omit or substitute with more salsa/cheese) and spread evenly.
  11. Sprinkle 2 cups of the combined shredded cheeses over the layer.
  12. Repeat the layers: place 6 more tortillas, spread remaining salsa, add remaining meat mixture, sprinkle remaining green onions, add sour cream mixture if used, and top with 2 cups of cheese.
  13. Place the final 6 tortillas on top and spread any remaining salsa over them.
  14. Bake uncovered for 40 minutes.
  15. Remove from oven and sprinkle the remaining cheese over the top.
  16. Return to oven and bake for an additional 10 minutes, or until the cheese is fully melted and bubbly.
  17. Let stand for 10 minutes before slicing and serving to allow layers to set.
