  1. Position rack in lower third of oven and heat to 350°F (177°C).
  2. Coat an 8-inch round cake pan with vegetable cooking spray and line the bottom with parchment paper.
  3. Place chopped chocolate in a large bowl.
  4. In a small bowl, combine 1 whole egg, 1 egg yolk, and vanilla extract; set aside.
  5. In a mixer bowl, combine remaining 2 egg whites and cream of tartar; set aside.
  6. In a saucepan, combine cocoa powder, flour, and 2/3 cup sugar.
  7. Whisk in enough milk to form a smooth paste, then stir in the remaining milk.
  8. Cook over medium heat, stirring constantly, until the mixture begins to simmer.
  9. Simmer very gently, stirring, for 1 1/2 minutes.
  10. Pour the hot milk mixture immediately over the chopped chocolate and stir until smooth.
  11. Whisk in the egg yolk mixture; set aside to cool slightly.
  12. Beat egg whites and cream of tartar at medium speed until soft peaks form.
  13. Increase speed to high and gradually beat in the remaining 1/4 cup sugar until stiff but not dry peaks form.
  14. Fold one-quarter of the egg whites into the chocolate mixture to lighten it.
  15. Gently fold in the remaining egg whites until just combined.
  16. Pour the batter into the prepared cake pan.
  17. Place the cake pan inside a larger baking pan and place on the oven rack.
  18. Carefully pour enough boiling water into the larger pan to come halfway up the sides of the cake pan.
  19. Bake for 30 minutes, or until the top springs back when lightly touched.
  20. Remove the cake pan from the water bath and cool on a wire rack.
  21. Refrigerate the cake for 24 hours to set.
  22. For the sauce, process frozen raspberries and their syrup in a blender until smooth.
  23. Strain the sauce through a sieve to remove seeds.
  24. To serve, dust cake with confectioner's sugar and top with fresh raspberries and sauce.
