  1. Line an 8x8 inch baking pan with parchment paper or wax paper, leaving an overhang on the sides for easy removal.
  2. Fill a saucepan with about 1 inch of water and bring to a simmer over medium heat.
  3. Place a heatproof bowl over the saucepan, ensuring it does not touch the water, to create a double boiler.
  4. Add half of the butterscotch chips and 1 tablespoon of cooking oil to the bowl.
  5. Stir constantly until the chips are completely melted and smooth.
  6. Pour half of the melted butterscotch mixture into the prepared pan, spreading it evenly to form the bottom layer.
  7. Return the bowl to the heat and melt the remaining butterscotch chips with the remaining tablespoon of oil.
  8. Pour this second layer of butterscotch over the first layer in the pan.
  9. In the same bowl, melt half of the chocolate chips with a splash of oil if needed to keep it fluid.
  10. Pour the chocolate layer over the butterscotch, spreading gently.
  11. Melt the remaining chocolate chips and pour as the final top layer.
  12. Sprinkle chopped walnuts evenly over the top chocolate layer.
  13. Refrigerate for at least 2 hours, or until firm, before lifting out and cutting into squares.
