  8. Drain the cooked broccoli and cauliflower mix well.
  9. Cut up any large pieces of broccoli or cauliflower for easier layering.
  10. Place two flour tortillas side by side on a large ungreased baking sheet.
  11. Spread each tortilla with about 1/4 of the pepper and onion mixture.
  12. Top each tortilla with another flour tortilla.
  13. Divide the cooked broccoli and cauliflower mixture evenly between the two tortilla stacks.
  14. Sprinkle 1 cup of Monterey Jack cheese over each stack.
  15. Spread two more tortillas with refried beans.
  16. Top the bean-covered tortillas with the remaining pepper mixture.
  17. Place one bean-topped tortilla on each stack.
  18. Top each stack with one of the remaining plain tortillas.
  19. Sprinkle 1 cup of cheddar cheese over the top of each stack.
  20. Bake at 375°F (191°C) for 10 to 15 minutes, or until the cheese is melted and bubbly.
  21. Let cool for a few minutes before cutting.
  22. Cut the stacks into wedges.
  23. Serve topped with bell pepper rings, olives, additional picante sauce, and sour cream.
