  1. In a medium saucepan, bring the water to a boil over medium-high heat.
  2. Stir in the millet, cover the pan, reduce the heat to low, and simmer until the water is absorbed and millet is tender, about 20 to 30 minutes.
  3. While the millet cooks, heat the oil in a large frying pan over medium-high heat.
  4. Add the chopped celery and onion to the pan and cook until softened, about 6 minutes.
  5. Transfer the cooked onion and celery mixture to a large mixing bowl.
  6. In a food processor fitted with the metal blade, combine the torn bread, walnuts, parsley, basil, thyme, and tamari.
  7. Process the mixture until coarsely chopped, then scrape it into the bowl with the onion and celery.
  8. Add the cooked millet (while still warm) and the grated carrot to the bowl.
  9. Stir all ingredients together thoroughly until well combined.
  10. Preheat the oven to 400°F (200°C) and lightly oil a baking sheet.
  11. Shape the warm millet mixture into 2-inch patties (about 1/2 cup each) for a main dish, or 1-inch patties (about 1/8 cup each) for appetizers.
  12. Roll each patty in the herbed bread crumbs, patting gently to help the crumbs adhere, and place them on the prepared baking sheet.
  13. Bake until lightly browned and crisp on the outside, 20 to 30 minutes.
  14. Arrange the baked patties on a serving platter and garnish each with a walnut half or a sprig of parsley.
