  1. Trim the fennel bulbs, removing the tough outer layers and fronds, then thinly slice them.
  2. Melt 4 tablespoons of butter in a large, heavy skillet over medium heat.

  4. Transfer the braised fennel to a food processor fitted with a steel blade and puree until smooth. Set aside.
  5. Melt the remaining 6 tablespoons of butter in a heavy large saucepan over medium-low heat.
  6. Add the flour and stir with a wooden spoon until the flour is cooked but still light in color, about 3 to 4 minutes.
  7. Slowly add the chicken stock to the flour mixture, stirring constantly to prevent lumps.
  8. Bring the mixture to a boil, then reduce the heat to low and simmer gently for 30 minutes.
