  1. Preheat oven to 400&# 194;°F (200°C).
  2. Wash the chicken and pat it completely dry with paper towels.
  3. Twist the wings back and tuck them underneath the body.
  4. In a small bowl, combine the softened butter and finely chopped tarragon leaves; mix until well blended.
  5. Gently loosen the skin from the breast meat using your fingers, pulling away the thin membrane without tearing it.
  6. Spread the tarragon butter mixture under the skin, covering as much of the breast area as possible.
  7. Season the outside and inside cavity of the chicken generously with salt and pepper.
  8. Place a sprig of tarragon inside the cavity and tie the legs together with kitchen twine or secure with skewers.
  9. Place the chicken, breast up, in a roasting pan large enough to hold the bird and vegetables snugly.
  10. Arrange the quartered onions, potatoes, and carrots around the chicken in the pan.
  11. Pour the white wine or vermouth into the bottom of the pan around the vegetables.
  12. Roast in the preheated oven for 20 minutes.
  13. Reduce oven temperature to 350°F (175°C). Baste the chicken and vegetables with the pan juices.
  14. Continue roasting for another 20 minutes, then baste again.
  15. Pour the sherry vinegar over the chicken and vegetables and baste once more.
  16. Roast for 10 to 12 minutes, then baste again and add the 1/4 cup of water to the pan.
  17. Roast for an additional 10 minutes, or until the leg joint moves easily and the juices run clear when the thigh is pierced with a fork.
  18. Remove from oven and let rest for 10 minutes before carving. Garnish with fresh tarragon leaves.
