  1. Combine toasted bread cubes, hot water, chopped green pepper, chopped onion, melted butter, 2 teaspoons salt, 1/4 teaspoon pepper, and beaten eggs in a bowl. Mix well to form the stuffing.
  2. Place the two flank steaks side by side. If they are too thin, you may overlap them slightly. Sew the edges together with kitchen twine, leaving a pocket or opening for the stuffing.
  3. Fill the pocket with the prepared stuffing mixture. Sew the remaining edges together securely to enclose the stuffing.
  4. Sprinkle the outside of the stuffed steak with salt and pepper. Dredge the entire steak in flour, shaking off any excess.
  5. Heat fat in a large oven-safe skillet or Dutch oven over medium-high heat. Brown the stuffed steak on all sides until golden brown.
  6. Add 1/2 cup of water to the skillet. Cover tightly with a lid.
  7. Transfer to a preheated 325F (165C) oven and bake for 2 hours, or until the meat is tender when pierced with a fork.
  8. Remove from oven and let rest for 10 minutes before cutting the twine and slicing.
