Combine toasted bread cubes, hot water, chopped green pepper, chopped onion, melted butter, 2 teaspoons salt, 1/4 teaspoon pepper, and beaten eggs in a bowl. Mix well to form the stuffing.

Place the two flank steaks side by side. If they are too thin, you may overlap them slightly. Sew the edges together with kitchen twine, leaving a pocket or opening for the stuffing.
