Cut the beef into 1/2-inch slices, then cut those slices into 2-inch strips. For easier cutting, partially freeze the beef for 1 to 1.5 hours beforehand.

Fry the bacon pieces in a Dutch oven over medium heat until crisp. Remove the bacon with a slotted spoon and drain on paper towels. Pour off all but 2 tablespoons of the bacon fat, reserving the rest.

Add the sliced onions and chopped garlic to the reserved bacon fat in the Dutch oven. Cook and stir until tender, about 10 minutes. Remove the onions and garlic from the pot and set aside.

Increase heat to medium-high. Cook the beef strips in the remaining bacon fat, stirring occasionally, until browned on all sides, about 15 minutes.

Sprinkle the flour over the browned beef and stir to coat evenly. Gradually stir in 1 cup of water to dissolve the flour.

Return the cooked onions and garlic to the pot. Add the beer, bay leaf, brown sugar, salt, thyme, and pepper. Stir well to combine.
