Remove stems and seeds from the dried Cascabel peppers.

Dry roast the peppers in a comal, black iron skillet, or oven at 250&# 194;°F (121ðC) for 3 to 4 minutes, shaking occasionally until fragrant but not blackened.

Place roasted peppers in a pot with 3 cups of water, cover, and simmer on low heat for 20 minutes to rehydrate.

Remove from heat and allow the peppers and water to cool completely.

Taste the rehydrating water; if it is not bitter, reserve about 1/2 cup of it. If bitter, discard and use plain water instead.

For a smoother sauce, optionally pass the rehydrated, coarsely chopped chiles through a food mill.

Combine the chiles, reserved water (or plain water), and 6 cloves of garlic in a blender.
