  1. Place the thinly sliced onion, minced garlic, grated ginger, cinnamon stick, ground cumin, crushed red pepper flakes, ground turmeric, ground cloves, and ground cardamom into the bottom of a 4-quart or larger electric slow cooker.
  2. Rinse the chicken pieces and pat them dry with paper towels; arrange them on top of the spice mixture, allowing pieces to overlap slightly.
  3. Pour the chicken broth evenly over the chicken and spices.
  4. Cover the slow cooker and cook on the Low setting for 6 1/2 to 7 hours, or until the meat near the thighbone is very tender when pierced with a fork.
  5. Carefully lift the cooked chicken pieces out of the slow cooker and transfer them to a warm serving dish; cover loosely to keep warm.
  6. Skim and discard any excess fat from the surface of the cooking liquid, then remove and discard the cinnamon stick.
  7. In a small bowl, blend the cornstarch with cold water until smooth; stir this mixture into the hot cooking liquid in the slow cooker.
  8. Increase the slow cooker setting to High; cover and cook, stirring 2 or 3 times, for about 10-15 minutes until the sauce has thickened.
  9. Taste the sauce and season with salt as needed.
  10. Stir in the lightly packed cilantro leaves and sliced green onions.
  11. Pour the thickened sauce over the chicken in the serving dish and serve immediately.
