  1. In a large, nonstick Dutch oven with a lid, melt the cooking fat over medium heat.
  2. Add the coarsely chopped onion and cook, stirring occasionally, until pale yellow and soft.
  3. Turn the heat down to low and allow the onions to brown slightly at the bottom of the pan until they begin to sweeten.
  4. Pile the shredded cabbage on top of the onions.
  5. Sprinkle the beef bouillon over the cabbage.
  6. Add the thinly sliced apples, fennel seed, and freshly ground pepper.
  7. Cut the kielbasa into 6 pieces, making a slit about 1/3 through each piece, and place them on top of the apples.
  8. Add the whole small potatoes and water to the pot.
  9. Cover the pot and turn the heat up to high until the water begins to boil, then reduce the heat to a simmer.
  10. After about 5 minutes, stir the pot gently to evenly mix all ingredients.
  11. Continue cooking covered until the cabbage is tender-crisp and all ingredients are heated through.
