  1. Preheat the oven to 375&# 194;°F (190ðC).
  2. Clean and pat the Cornish hens dry with paper towels. Trim any excess fat if desired.
  3. Rub the hens inside and out with olive oil, salt, and pepper.
  4. Place the hens breast-side up in a roasting pan.
  5. In a small bowl, mix the water, frozen orange juice concentrate, and minced garlic.
  6. Pour half of the orange mixture over the hens. Reserve the rest for basting.
  7. Roast in the oven for 45 minutes, basting with the remaining orange mixture halfway through.
  8. Remove the pan from the oven. Add the drained mandarin oranges to the pan juices.
  9. Return to the oven and roast for another 15 minutes, or until the internal temperature reaches 165ðF (74ðC) and juices run clear.
  10. Remove from the oven and let rest for 10 minutes before serving.
  11. Spoon the pan juices and mandarin oranges over the hens before serving.
