  1. Crumble the bulk pork sausage into a large Dutch oven or heavy skillet over medium heat.
  2. Cook the sausage, stirring often, until browned.
  3. Remove the browned sausage with a slotted spoon, draining excess fat over the pot, and set aside.
  4. Brown the chicken legs on all sides in the remaining sausage drippings.
  5. Remove the chicken and set aside.
  6. Add vegetable oil to the drippings to total 1/4 cup.
  7. Stir in the rice, the contents of the spice sack, tomatoes, water, red bell pepper strips, and cinnamon.
  8. Heat the mixture to a boil.
  9. Return the chicken to the pot, cover, and simmer for 25 minutes.
  10. Stir in the shrimp, peas, and reserved sausage.
  11. Place the mussels on top of the rice mixture.
  12. Cover and simmer for 10 minutes, or until the shellfish are cooked and the liquid is absorbed.
