  1. Preheat oven to 350 degrees F (175 degrees C).
  2. Warm the vegetable oil in a large, non-stick skillet over medium heat.
  3. Add the diced red bell peppers and minced garlic to the skillet.
  4. Sauté until the peppers are very soft, about 5-7 minutes.
  5. Stir in the crushed tomatoes, saffron, orange zest, and salt.
  6. Remove the sauce from heat and set aside 1 cup of the tomato mixture for topping later.
  7. Spread a thin layer of the remaining tomato mixture in the bottom of a 9x13x2-inch baking dish.
  8. Layer four pieces of uncooked lasagna noodles over the sauce (three lengthwise, one widthwise to cover gaps).
  9. Sprinkle half of the remaining mozzarella cheese over the noodles.
  10. Scatter the thawed peas evenly over the cheese.
  11. Spread half of the remaining tomato sauce over the peas.
  12. Add another layer of lasagna noodles, followed by the remaining cheese and sauce.
  13. Top with the reserved 1 cup of tomato mixture and the remaining mozzarella cheese.
  14. Bake uncovered until the top is browned and the center is bubbly, about 40 minutes.
  15. Let stand for 10 minutes before slicing and serving.
