  1. Preheat your oven to 350 degrees Fahrenheit (175 degrees Celsius).
  2. Trim any excess fat from the beef sirloin steak. Cut the steak lengthwise in half, then cut crosswise into 1/4-inch thick strips.
  3. In an ovenproof Dutch oven or heavy skillet, heat the olive oil over medium-high heat until shimmering.
  4. Add the beef strips, green bell pepper, onion, and crushed garlic to the pan. Stir-fry for 2 to 3 minutes, or until the outside of the beef is no longer pink.
  5. Stir in the uncooked rice, chili powder, salt, and black pepper, ensuring everything is evenly coated with the oil and spices.
  6. Pour in the diced tomatoes (with their juices) and the water. Stir well to combine.
  7. Cover the Dutch oven tightly with a lid. Bake in the preheated oven for 30 to 35 minutes, or until the beef and rice are tender and the liquid has been absorbed.
