  1. Place the boneless beef between two sheets of plastic wrap and pound with a meat mallet until it is about 1/4 inch thick.
  2. In a small bowl, combine 1/2 teaspoon of garlic powder and the black pepper; sprinkle this mixture evenly over the beef.
  3. Heat 1 teaspoon of vegetable oil and the butter in a 12-inch heavy frying pan over medium-high heat until hot.
  4. Pan-fry the beef for 5 to 7 minutes, turning once, until cooked to medium-rare or desired doneness.
  5. Remove the steak to a heated platter and keep warm.
  6. Add the remaining 1 teaspoon of oil to the same frying pan.
