  1. Place the stale bread cubes in a small saucepan and cover with water.
  2. Let the bread soak for 5 minutes.
  3. Drain the excess water from the bread.
  4. Place the saucepan over high heat and cook the bread, stirring constantly, until it becomes a soft paste with the consistency of cooked cereal.
  5. While the bread cooks, separate the celery stalks and remove the tough stringy fibers.
  6. Cut the celery stalks into 36 pieces, each about 2 1/2 inches long.
  7. Place the celery pieces in a saucepan with 1 teaspoon of salt.
  8. Add enough water to cover the celery, bring to a boil, and cook covered for 25 to 30 minutes until tender but still firm.
  9. Drain the cooked celery and let it cool completely.
  10. In a large bowl, combine the cooked bread paste and the lean ground beef.
  11. Add 1 egg, 1 tablespoon of chopped parsley, 1 teaspoon of salt, and 1/8 teaspoon of black pepper to the bowl.
  12. Mix the ingredients thoroughly until well combined.
  13. Divide the meat mixture into 18 small, equal-sized balls.
  14. Take one meat ball and place it between two pieces of cooled celery.
