Directions

  1. Cut the boneless beef chuck into 2-inch cubes.
  2. In a large bowl, combine the garlic, half of the soy sauce, and one-third of the sugar.
  3. Add the beef cubes to the bowl and stir until well coated with the marinade.
  4. Let the beef stand for 15 minutes to absorb the flavors.
  5. Meanwhile, in a separate small bowl, combine the water, the remaining soy sauce, the remaining sugar, crushed red pepper, crushed fennel seeds, black pepper, ground cloves, and ground ginger; set aside.
  6. Heat oil in a Dutch oven or large skillet over high heat.
  7. Brown the marinated beef cubes on all sides in the hot oil.
  8. Pour the prepared soy sauce and spice mixture into the skillet with the beef.
  9. Bring the mixture to a boil, then reduce heat to low.
  10. Cover and simmer for 2 hours, or until the beef is very tender.
  11. In a small bowl, mix the cornstarch with the remaining water to form a smooth slurry.
  12. Stir the cornstarch slurry into the simmering beef mixture.
  13. Cook and stir continuously until the sauce boils and thickens, about 1 minute.
