  1. Reserve a few whole hazelnuts for garnish.
  2. Pan-roast the remaining hazelnuts in a large skillet over medium heat until golden, about 5 minutes.
  3. Rub the toasted hazelnuts in a kitchen towel to remove the skins.
  4. Grind the skinned hazelnuts in a food processor until finely chopped.
  5. In a deep bowl, combine the minced garlic with the tahini.
