  1. Preheat oven to 350°F (180°C). Lightly grease an 8-inch square baking dish.
  2. Heat vegetable oil in a large skillet over medium heat. Add chopped onion and minced garlic; cook for 3 minutes or until softened.
  3. Stir in chili powder, cumin, oregano, salt, and hot pepper flakes (if using); cook for 1 minute until fragrant.
  4. Add undrained tomatoes and sweet peppers to the skillet. Crush tomatoes with a potato masher.
  5. Bring mixture to a boil, then reduce heat and simmer for 20-30 minutes until liquid has mostly evaporated and sauce is thick.
  6. In a separate bowl, combine cooked turkey cubes, corn kernels, chopped sweet peppers, and fresh parsley.
  7. Place one-third of the whole tortilla chips in the bottom of the prepared baking dish.
  8. Top chips with half of the turkey mixture, half of the tomato sauce, and 1/2 cup of shredded cheese.
  9. Repeat layers with remaining chips, turkey mixture, tomato sauce, and cheese.
  10. Crush remaining tortilla chips and set aside.
  11. Bake uncovered for 20 minutes.
  12. Sprinkle crushed chips over the top.
  13. Bake for 10 minutes longer, until heated through and cheese is melted.
