  1. Split the Cornish hens lengthwise into halves.
  2. Rinse the chicken halves thoroughly, then drain and pat them completely dry with paper towels.
  3. In a small bowl, combine the teriyaki sauce, grated lemon peel, lemon juice, pressed garlic cloves, and ground red pepper.
  4. Place the chicken halves in a large plastic bag and pour the marinade mixture over them.
  5. Press the air out of the bag and seal it securely.
  6. Turn the bag over several times to ensure all chicken pieces are evenly coated with the marinade.
  7. Refrigerate the bag for 8 hours or overnight, turning it occasionally to redistribute the marinade.
  8. Preheat the broiler. Remove the chicken from the bag, reserving the marinade.
  9. Place the chicken halves skin-side up on the rack of a broiler pan.
  10. Broil the chicken about 7 inches from the heat source for 45 to 50 minutes, or until the meat is tender and cooked through.
  11. Turn the chicken pieces frequently during cooking and brush them with the reserved marinade to keep them moist and flavorful.
  12. Transfer the cooked hens to a serving platter.
  13. Immediately sprinkle with minced fresh cilantro before serving.
