  1. Rinse dry kidney beans and soak in plenty of water overnight. Drain and rinse beans.
  2. Place beans in a pot with 3-4 cups of fresh water. Bring to a boil, then reduce heat and simmer until tender, about 30-40 minutes. Drain and set aside.
  3. Preheat oven to 375°F (190°C).
  4. Cut tops off green peppers and remove seeds and membranes. Blanch peppers in boiling water for 3-4 minutes to soften slightly, then drain and set aside.
  5. In a large skillet, heat olive oil over medium heat. Add diced onion, carrots, and celery. Sauté for 5-7 minutes until vegetables begin to soften.
  6. Add minced garlic and cook for another minute until fragrant.
  7. Stir in cooked kidney beans, cooked brown rice, diced tomatoes, dried basil, oregano, parsley, red pepper flakes, and black pepper. Mix well and cook for 2-3 minutes to combine flavors.
