Thinly slice the filet mignon across the grain into strips approximately 2x1/2x1/4 inches.

In a mixing bowl, combine 1 tablespoon vegetable oil, 1 tablespoon cornstarch, 1 tablespoon dark soy sauce, 2 teaspoons light soy sauce, 1 teaspoon hoisin sauce, 1/2 teaspoon cooking wine, 1/4 teaspoon sugar, and a pinch of salt and pepper.

Marinate the sliced beef in this mixture for 15 minutes.

Pour 2 quarts of oil into a deep-fryer or heavy pot and heat to 400ðF (200ðC).

Test the oil temperature by dropping a single rice noodle in; if it pops up immediately, the oil is ready.

Carefully add the skein of Chinese rice noodles to the hot oil. They will puff up instantly.

Immediately remove the puffed noodles and drain on paper towels.
