  1. Clean oysters in salted water, then drain well.
  2. Dredge oysters in flour, then dip in beaten eggs.
  3. In a skillet, heat salad oil over medium-high heat and fry oysters until golden brown and crispy. Remove and set aside.
  4. Blanch onion, daikon, and carrot separately in boiling salted water for 1-2 minutes until just tender. Drain and set aside.
  5. In a large bowl, toss thinly sliced beef with 2 tablespoons soy sauce, 1 teaspoon sesame oil, 1 teaspoon minced garlic, and 1/2 teaspoon pepper.
  6. In a large pot or hot pot vessel, layer the blanched vegetables over the seasoned beef.
  7. In a small bowl, combine vegetable broth with remaining 2 tablespoons soy sauce, 1 teaspoon sesame oil, 1 teaspoon minced garlic, and remaining 1/2 teaspoon pepper.
  8. Pour the broth mixture over the vegetables and beef.
  9. Cover and bring to a boil, then reduce heat to simmer for 5 minutes to cook the beef.
  10. Top with fried oysters, watercress, and sliced green onions.
  11. Cook uncovered just until watercress wilts and oysters are heated through, about 2-3 minutes. Serve immediately.
