  1. Grease a shallow 11" x 7" baking pan with butter; line bottom with parchment or waxed paper.
  2. Place honey, butter, and chocolate together in a large bowl placed over a pan of gently simmering water.
  3. Stir until butter melts and chocolate is smooth; remove from heat.
  4. Stir all but 1/4 cup of muesli into the honey-chocolate mixture.
  5. Spread the mixture evenly in the prepared pan, smoothing top with the back of a spoon.
  6. Sprinkle remaining muesli evenly on top, pressing gently into the surface.
  7. Refrigerate for 1 to 2 hours or until firm and set.
  8. Carefully remove the muesli slab from the pan and peel off the paper.
  9. Cut the slab into 8 squares, then cut each square in half to make 16 cookies.
