  1. Heat olive oil in a large pot over medium heat. Add the diced onion and sauté until soft and translucent.
  2. Add the diced garlic, paprika, cumin, and turmeric to the pot. Stir for 1 minute until fragrant.
  3. Add the carrots, radishes, celery, tomatoes, and 1 1/2 litres of water or fish stock. Bring to a boil.
  4. Reduce heat and let the vegetables simmer until they are half-cooked, about 15-20 minutes.
  5. While the stew simmers, prepare the dolma balls. In a bowl, combine the ground fish, raw rice, egg white, pepper, salt, cumin, turmeric (if using), and finely minced garlic.
  6. Mix the fish mixture thoroughly until well combined. Roll the mixture into walnut-sized balls and set aside.
  7. Gently add the dolma balls to the simmering stew, one at a time, using a spoon.
  8. Ensure the balls are well covered with liquid. Add more water or stock if necessary.
